Germany Preparing to Send Young Men to the Meat Grinder of War

The Wehrdienstmodernisierungsgesetz came into force on 1 January 2026. Male citizens born from 2008 onward must fill in a questionnaire on health, schooling and willingness to serve. Completing it is compulsory for men, optional for women. Then comes the Musterung: a medical exam to grade the body for possible use. The government still says actual service is voluntary, until it isn't. If volunteer targets fail, or the "defence situation" worsens, the Bundestag can switch on Bedarfswehrpflicht: conscription by need, including a lottery among those already stamped fit. Miss the exam without excuse and the police can fetch you.

Pistorius was unusually plain about the point of the scales. In a war you must not waste time discovering who can still walk. You want the list in a drawer.

That is not a fitness craze. That is logistics.

A state that only wanted enthusiasts would advertise. A state that wants a bench of bodies builds a register. Questionnaires already go out in weekly waves. Exams have started on men who wrote, in so many words, that they do not wish to serve. From July 2027 the plan is whole birth cohorts through 24 new centres. The active force is to swell toward something like 260,000 by 2035, plus a fat reserve. NATO capability targets sit behind the numbers like a creditor.

Volunteers are not arriving at that pace. School strikes have already appeared in dozens of cities. The children can read a flowchart. Step one: weigh the meat. Step two: argue about the oven.

Germany suspended conscription in 2011 in a mood of peace dividend and expeditionary embarrassment. The constitution never deleted the male duty. The new law did not need a new philosophy. It needed a filing cabinet.

Call it what it is. Modern industrial war still eats young men by the division. Ukraine has spent four years proving that drones, artillery and trenches do not make the infantry optional. They make the infantry expensive. Europe's answer, from Paris to Berlin, is to restock the warehouse before the shelf is empty.

The speech is always the same: deterrence, freedom, Zeitenwende, the strongest conventional army on the continent. The conscript does not get the speech. He gets a letter with a QR code.

There is a respectable case for a country that sits next to a land war to know who can carry a rifle. There is a less respectable case for treating the 2008 birth year as a strategic mineral. Those two cases arrive in the same envelope.

Older men who voted the budgets will not be gemustert. Defence contractors will not be gemustert. The boys who were in primary school when the first tanks crossed the Donbas will be. That is how every "necessary sacrifice" is arranged. Necessity is age-specific.

1914 opened with lists and medicals and flags. 1939 opened with lists that were already complete. The Cold War draft was sold as insurance and felt, to the drafted, like weather. Afghanistan was sold as security and ended as a withdrawal with the dead already buried.

None of those rhymes make Putin a rumour. They make the ritual familiar. First the inventory. Then the shortfall. Then the lottery. Then the sentence that the situation has changed. The exam is sold as not-yet-conscription for the same reason the hotel is sold as not-yet-a-camp: the next step is easier once the building exists.

Pistorius wants to know who is "operationally capable as a homeland protector." Homeland is a large word for a boy who wanted an apprenticeship. Protector is a large word for a policy class that spent a generation shrinking the army and expanding every other ambition.

Women may fill in the form. Men must. The constitution still will not compel women to serve with a weapon. Equality, in this file, stops at the point where the state needs a number it can compel.

If the danger is existential, the exemption is a sermon. If the danger is manageable with professionals, the male-only clipboard is an anachronism with a fine attached. Governments that talk about total defence rarely want total participation. They want the traditional crop.

A serious country would say: we may fight a land war in this decade, we do not have the men, and we are therefore putting your sons on a list. It would not hide inside "modernisation" and "attractive voluntary service" while writing the police-fetch clause.

A serious peace movement would say: we refuse the list. It would not pretend the war next door is a weather event.

What Germany has instead is the European speciality: rearmament without honesty. Questionnaires at 96 percent return among men because the alternative is a penalty. Medicals for people who already said no. A parliamentary tripwire for the draft that everyone in the building can see from the corridor.

The meat grinder does not start on the day the train leaves. It starts on the day the state decides a birth year is a stockpile. Eighteen-year-old men in Germany are now being graded for the shelf. The war, if it comes, will not ask whether they ticked the box marked willing. It will ask whether the drawer was full.
